Role Purpose

The successful candidate will coordinate between the proponents, the related stakeholders within NEOM f or Land Use Permits and the team to analyze, report on and manage the documentation for Applications to the Land Use Committee. NEOM’s Land Use Permits (LUPs) are significant enablers of NEOM’s construction schedule, which follow strict procedure to achieve the highest level of alignment between NEOM Sectors and Departments. The role demands a strong coordination capacity for handling interdisciplinary stakeholders to permit development within the NEOM planning model and LUP plan of work.

Key Accountabilities & Activities

The L UP Specialist role will manage both the analysis and assessment of LUP Applications from a technical design and engineering perspective as well as the administrative function of land use permits, which includes document management, process management with stakeholders, tracking applications and ensuring timely results are delivered. The candidate will have the responsibility for the smooth administrative processes of all permitting functions, including supporting the migration to automated platforms for both.

The candidate for Permitting Specialist position for permits will work with the LUP team to:

• Ensure administration of all LUP processes are carefully maintained and efficient.
• Assess that documents quality is compliant to requirements and matches best practice.
• Engage with key NEOM stakeholders for reviewing and ensuring required quality is achieved.
• Ensure that outcomes of LUP processes and established KPIs are achieved.
• Support platform-based administration with the GIS team and transition to process automation.
• Ensure that NEOM professionalism, transparency and efficiency is transferred to applicants.

Moreover, as part of the technical side of Land Use Secretariat work, the successful applicant will:

• Be able to assess Land Use Permit applications from a design, engineering and spatial perspective.
• Monitor LUP procedures performance for the systematic maintenance of the land use permit process, identifying internal risks and proposing corrective actions.
• Have strong capacity in editing presentations and ensuring quality output of Land Use Permits for the audience of the Land Use Committee and the NEOM Board of Directors.

Background, Skills & Qualifications

Knowledge, Skills and Experience

• 2-5 or more years of experience in an architecture, urban planning, engineering and/or construction environment.
• Public administration position experience desirable in understanding systems and processes for enabling the use of land for construction.
• Good understanding of typical permitting document content, document administration and digital document control software.
• User level of GIS tools and mapping technology.
• High communicative skills focusing on efficient problem solving and enhanced multitasking abilities understanding this is a service from the Authority to investors,
• Presentation skills, presentation preparation and strong Powerpoint skills.
• Ability to write and draft reports in various formats.
• Fluent in English and Arabic.

Qualifications

• Bachelor’s degree in architecture, urban planning, public administration, or related field.
• Professional qualification (e. g. PMP) or equivalent is desirable, good technology/application skills are required.
• Master’s degree in civil engineering, architecture, engineering or other related discipline is an advantage
