For every child, HEALTH Purpose Of Activity/Assignment The purpose of the Health Consultant assignment is to support the Global Fund Malaria Program and the Ministry of Health, Malaria Control Program in distribution 861,919 Long Lasting Insecticide Treated nets (LLIN) geared towards achieving and sustaining Universal LLIN Coverage in Jonglei. This will include primarily provision of technical support with full responsibility of implementation of the GF Malaria Grant – Long lasting insecticide treated nets campaign in Jonglei and for implementing risk mitigation measures appropriate for a challenging operational environment (COE), working closely with the UNICEF teams in the country office and in the offices where the implementation is planned to take place to ensure full support and adequate oversight, while simultaneously ensuring timely implementation and ensuring high quality, high impact, through robust coordination, capacity building, data/evidence gathering, and supportive supervision during the campaign. Main Duties And Responsibilities The major responsibilities of the consultant include: Plan and provide technical support and guidance for preparation, design and implementation of the Long-lasting insecticide treated net campaign in Jonglei in line with the national malaria control mass LLINs distribution plan to ensure effective implementation of the campaign. Prepare, coordinate and supervise the campaign including development of a robust micro plan with community participation with clear programme goals, objectives, and strategies and results based on results-based planning methodology (RBM). Actively monitor the campaign implementation through regular visits with partners/stakeholders to assess progress, identify bottlenecks, potential problems, ensure state and county level involvement and ownership of the campaign and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution. Manage weekly campaign coordination meetings between UNICEF, sub-recipient and NMCP to discuss progress, challenges and mitigation measures to ensure smooth execution of the campaign and positive publicity with all stakeholders. Coordinate the delivery of the LLINs, M&E materials, IEC/BCC tools to the distribution sites with UNICEF and the sub-recipient to ensure timely and effective execution of the campaign Support implementation of the communications strategy for IEC and BCC at state and county levels as well as identifying non-traditional methods of transmitting information to LLIN recipients to ensure effective campaign messaging, LLIN distribution coverage, minimal LLIN wastage and minimization of Covid-19 exposure risk to campaign staff and general population Ensure compliance of campaign reporting systems and procedures as per schedule and deadline and assist the implementing partner as necessary to ensure report accuracy and understanding of UNICEF and GF rules and regulations, in collaboration with the UNICEF South Sudan Financial system. Oversee the proper documentation and accountability of the LLIN distribution, efficient sign off by the state authorities and data entry into DHIS2 of the distributed nets and reconciliation of all nets by the sub-recipient and UNICEF M&E staff respectively and final sign off by the NMCP and UNICEF to ensure adherence to Global Fund accountability procedures, flexibilities and the current distribution methodology adapted for distribution in emergencies like Covid-19 Document best practices and campaign challenges and need to implement any alternative delivery mechanisms in case of emergencies like flooding, influx of IDPs or intercommunal violence. If there are risks identified, coordinate discussion with UNICEF management, sub-recipient and NMCP for resolution and informing future campaigns.
