Role Purpose
- Responsible for efficiently procuring and managing construction materials, optimizing logistics, and ensuring quality and safety compliance. They also oversee budget management, supervise staff, and maintain detailed documentation while liaising with suppliers, government authorities, and internal project teams.
Key Responsibilities
- Materials: Collaborate with NEOM / PMC/ suppliers / Contractors and vendors to procure construction materials, ensuring timely and cost-effective acquisition while maintaining quality standards.
- Safety and Environmental Responsibility: Ensure the safety of the site warehouse facility and laydown area, including security, environmental compliance, and management of hazardous materials/w
- Inventory Control: Manage on-site inventory, including tracking, organizing, and monitoring material quantities to prevent shortages or overages. Implement efficient inventory management practices to minimize project delays.
- Logistics Coordination: Plan and oversee the transportation, storage, and distribution of materials to construction sites, optimizing logistics to support project schedules and minimize disruptions.
- Quality Assurance: Implement quality control measures to inspect and verify the quality and specifications of materials upon receipt and throughout the construction process, ensuring compliance with project requirements.
- Budget Management: Work closely with the Project Manager/Construction Manager to develop and manage budgets for materials and logistics, tracking expenditures, and identifying cost-saving opportunities.
- Documentation and Reporting: Maintain detailed records of material transactions, inventory levels, and logistics activities. Generate regular reports on materials status, budget utilization, and logistics performance to keep the project team informed.
- Liaison with NEOM Logistics JV: Act as the primary point of contact with the NEOM Logistics JV company, facilitating effective communication and collaboration to meet project logistics needs.
- Supervision of PMC Staff: Provide supervision and leadership to the Project Management Consultant (PMC) staff, ensuring their effective performance and adherence to project objectives.
- Ad Hoc Task Management: Demonstrate flexibility in handling ad hoc tasks that require creative problem-solving and quick decision-making to address unexpected project challenges.
- Supplier Inspection and Expedited Delivery: Travel to suppliers' locations to inspect material quality and expedite delivery as needed to meet project timelines.
- Government Authority Interaction: Interface with government authorities as required to ensure customs clearance and regulatory compliance for project materials.
- Collaboration: Collaborate with the team to ensure the best commercial solutions are in place for materials and equipment acquisition.
- Site Material and Tool Management: Assume overall responsibility for site material and tools receiving, storage, issuing, preservation, calibration, and spare parts handover.
- Material Team Management: Manage a material team provided by the general contractor, ensuring they fulfill their responsibilities safely and in compliance with safety procedures and specifications.
Knowledge, Skills and Experience
- Proven track record of experience as a Material Manager on large capital projects with solid expertise in Engineering and Project Management
- Knowledge of relevant codes and standards pertinent to the discipline
- Minimum 10 years of hands-on experience in Engineering, and Construction
- Sound Experience in the Management of multiple Contractors and interfaces during Design, Design/Build, Construction phases or via other contractual models
- Strong organization, prioritization, and time management skills to monitor and handle multiple projects at the same time, balance key priorities and meet challenging and changing deadlines
- Strong communication skills including presentations and reporting
- High resilience, proactive problem-solving skills, and strong negotiation skills
- Demonstrated ability to create a team culture of camaraderie, integrity and trust, among multination and multicultural teams
- Shall be able to work under pressure and tight deadlines
- Minimum bachelor’s degree in related engineering field. Master’s degree in engineering or business is a plus
