Project Controls Manager

To manage the execution of Fluor Consultancy Services for all Project Controls functions involving: Implementation of Fluor’s PEP/PMP to ensure quality and timely execution of Project controls functions Ensure client satisfaction with Project Controls deliverables Procure and maintain staff levels in accordance with overall Project objectives Ensure that staff meets qualifications required to fulfill contract requirements Responsibilities Will Include, But Not Be Limited To Under administrative direction, will be capable of performing all Project Controls activities (Planning, Cost, and Estimating) and will supervise the overall Project Controls effort for the Fluor Consultancy Contract and for all Assigned Projects. Provide Project interface with KOC Major Project Support Services and Fluor Project Controls department. Interpret contract conditions to ensure that all contractual Project Controls requirements/deliverables are not only fulfilled, but fulfilled on a timely and satisfactory manner to KOC. Ensure that the content and quality of contractual deliverables meet KOC expectations. Project a pro-active attitude to both client and Project team. Interact with all other Project Managers to ensure proper departmental inter-phasing. Provide technical and administrative direction and support, coordination, evaluation, training and coaching to a team of Project Controls specialists. Analyze variances in cost performance against the plan and communicate reasons and mitigating actions to Project Management. Individuals in this role must have the ability to lead large teams of Project Controls professionals. Lead all activities with respect to business management, cost management, and planning for an office or major project including functional objectives and initiatives Support and interface with Operations management in the preparation of proposals, commercial pricing, and execution of projects in areas specific to Project Controls Conduct or provide “Project Controls health checks” to the projects if requested Lead Project Controls Team meetings and identify and assign staff to Project Controls positions consistent with the individual’s abilities and career development Ensure the quality, timeliness, and consistency of Project Controls work produced by the department or project Coordinate the provision of historical data and ensure it is meaningful and normalized for reuse by the Estimating Department Other duties as assigned Notice To Candidates Background checks are carried out as part of any conditional offer made, including (but not limited to & role dependant) education, professional registration, employment, references, passport verifications and Global Watchlist screening. Basic Job Requirements Accredited four (4) year degree ( BSc Engg) Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders Job related technical knowledge necessary to complete the job Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines Ability to attend to detail and work in a time-conscious and time-effective manner Other Job Requirements Maintain and enhance Project Controls techniques through associated professional organizations, software vendors, and other Project Controls Specialists within the engineering, procurement, and construction/construction management, Project Management Consultancy Services (EPC/EPCM/PMC) industry as well as client representatives Support and actively participate in Fluor Project Controls Global Initiatives including department training initiatives Develop and maintain short term and long term plan for the function/department/project in the staffing and the resources for the function operations Minimum 15 Years overall experience Minimum 10 Years Oil & Gas/Refinery/ Petrochemical Exp Minimum 5 Years in similar designation Preferred Qualifications An advanced degree such as Master of Business Administration (MBA) or global equivalent is highly desirable in addition to the BSc Engg Demonstrated leadership Requires strong technical ability, combined with communicative skills, to lead “customers” to the optimum systems and methods for their application Requires a combination of salesmanship, technical empathy, superior skill with Project Controls tools, estimating, cost engineering, scheduling, construction management, and corporate business management Ability to travel internationally for project assignments and in support of business related matters Multi-lingual skills and multi-cultural experience is considered a plus Degree Required Yes Requisition Number 128961BR
