Finance manager - Lebanon

Under the supervision of the support service coordinator, you ensure the account and financial management of the Lebanon mission. You manage the financial team, you support partners and you provide technical support to operational staff.

Your Main Responsabilities Are

Financial responsibilities and budget management

  • Prepare budget proposals and ensure project financial reports for donors and partners are prepared according to donors’ requirements
  • Ensure monthly accounts are reviewed and variances are acted on by budget holders
  • Prepare monthly budget follow-up and ensure fair costs allocation among the donors
  • Prepare annual budgets and supervise monthly cash flow projections for the mission
  • Ensure that partners’ financial reports are reviewed
  • Oversee month-end accounts closing procedures
  • Assist the support service coordinator in preparation of financial SoPs, financial guidelines and other rules and regulations development.
  • Lead on the bank management
  • Suggest improvements in processes to increase organizational effectiveness

Legal, security and risk management

Coordinate and support audit exercise
Regularly follow up on all legal contracts with partners to ensure the mission’s financial commitments are met
Ensure compliance with all local legal requirements
Identify and assess risks facing the mission and develop mitigation strategies along with the coordinatoin team

Human resources

Directly supervise the finance supervisor and the partnership finance supervisor
Train and coach the team in budget management, forecasting, budget controls and reporting
Carry out annual performance appraisals for the finance staff
Vos conditions d'emploi

Fixed-term contract

Employee

Starting date: as soon as possible until 15 May 2023

Gross monthly salary: 2 660 euros

Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required

Expatriation bonus (10% gross salary per month)

Transportation cost, vaccines and visas covered

Housing allowance

22.5 recovery days per year

5 weeks of paid leaves per year

Health insurance (60% covered by MdM and 40% by the employee)

Insurance (repatriation…)

Teleworking agreement for positions eligible to telework: 110 days/year (2.5 days teleworking on average per week) with a minimum of 1 day per week onsite

Votre profil

Bachelor’s level in finance, economics or business

At least 3 years of relevant experience

Experience of staff management

Experience with NGO highly desired

Clear understanding of donors’ compliance

Very good computer skills on MS Office programs, with excellent skills of MS Excel

Languages: Fluent English and Arabic (written and spoken) mandatory
