  • Purpose of consultancy


The purpose of this consultancy is to support generating evidence for verification of leprosy elimination in Jordan. Specifically, the consultant will conduct a systematic search of histopathology records on skin biopsies of cases suspected of leprosy or other skin diseases in selected hospitals. He/she will also review the records of peripheral neuropathy that might be associated with leprosy in selected rehabilitation facilities.


  • Background


Ministry of Health of Jordan requested WHO support in preparation for verification of leprosy elimination.


Leprosy is a bacterial infection caused by Mycobacterium leprae, with a predilection for the skin and nerves. While skin signs are usually the presenting feature, involvement of the peripheral nerves frequently causes loss of sensation and muscle weakness in the hands and feet, leading to the well-known disabilities and deformities associated with leprosy disease. These disabilities commonly lead to stigma and discrimination in society.


Jordan had not reported indigenous (‘autochthonous’) cases of leprosy for at least 20 years, but this needs to be confirmed through the verification process. The absence of leprosy transmission in the country needs to be supported by evidence of lack of confirmed cases in biopsy reports. An absence of cases of peripheral neuropathy due to leprosy during review of records in the rehabilitation services would also indicate the true elimination of leprosy.


  • Work to be performed


In Close Collaboration And Coordination With The Ministry Of Health And WHO, The Consultant Is Expected To Perform The Following Tasks


Output1: Conduct a systematic search of the histopathology records on skin biopsies for suspected skin lesions including suspected leprosy over the period of January 2012 – September 2023.


Deliverable 1.1: Conduct preparatory work at the public, private and university hospitals with the extensive and quality histopathological records


  • Conduct the mapping of the public, private and university hospitals that perform skin biopsies at the large scale and have a good recording and reporting system
  • Participate in the Selection of the most appropriate hospitals in consultation with WHO Country Office staff
  • Establish contacts with the selected hospitals and develop a timeline for the visits/scope of work
  • Develop recording and reporting tools depending on the availability of electronic or paper-based records


Deliverable 1.2: Perform the visits to the selected hospitals and collect the histopathology records


  • Conduct systematic search of available histopathology records of skin biopsies in the selected hospitals
  • Record the results of the biopsies in the dedicated recording and reporting tools
  • Prepare the report on the outcomes of systematic search with the breakdown by hospital and the results of biopsies


Output2: Review records of cases with peripheral neuropathy in selected rehabilitation facilities over the period of January 2012 – September 2023.


Deliverable 2.1: Conduct preparatory work at selected rehabilitation facilities that cater for the large number of patients with peripheral neuropathy


  • Conduct the mapping of the public and private facilities that provide rehabilitation services for large number of patients with peripheral neuropathy and check the availability of quality records over the last ten years
  • Participate in the Selection of the most appropriate rehabilitation facilities in consultation with WHO Country Office staff
  • Establish contacts with the selected facilities and develop a timeline for the visits/scope of work
  • Develop recording and reporting tools depending on the availability of electronic or paper-based records


Deliverable 2.2: Perform the visits to the selected facilities and collect the records on the patients with peripheral neuropathy


  • Conduct systematic review of records of patients’ with peripheral neuropathy in the selected facilities
  • Record the results of review in the dedicated recording and reporting tools
  • Prepare the report on the outcomes of systematic review with the breakdown by facilities and the diagnoses
  • Qualifications, experience, skills and languages


Educational Qualifications


University degree in medicine, health related specialties or other related fields.


Experience


2 years’ experience in conducting research or survey


Skills/Technical Skills And Knowledge


Very good report-writing skills


Good analytical capacities - ability to synthesize information and summarize results


Ability to work independently to meet deadlines


Demonstrated ability to effectively work and communicate in a multicultural environment.


Languages And Level Required


Proficiency in Arabic and English is required.

The selected Consultant will be expected to provide a medical certificate of fitness for work.
